You must be invited to use XM manager. See this page for more information:
Step 1: Enter Work Email
Step 2a: Enter Password
Step 2b: Sign in Single Sign On (SSO)
Users associated with companies that have set up Single Sign On (SSO) will be prompted to select their company's Identity Provider to sign into XM Admin.
